Philadelphia’s building boom is leading to rising home prices and rents that low and moderate income Philadelphians can’t afford. This means that some Philadelphians can’t stay in their neighborhoods, and others can’t move to an improving neighborhood.
PACDC is calling on City Council and Mayor Kenney to create an Inclusionary Housing Program. Inclusionary Housing would require that developers build a percentage of affordable units into their projects, or pay a fee to the Philadelphia Housing Trust Fund to support non-profits that create and preserve affordable homes and address homelessness.
